Summary of March 20, 2023, FLC Monday Morning Call-In

David Cruz Update:
• HB 401 (Beltran) and SB 604 (Gruters) Sovereign Immunity – Oppose – Thank you for your advocacy on this issue. Last week, HB 401 was scheduled to be heard in the House Appropriations Committee. The bill was temporarily postponed. Both bills are still in play; however, neither bill will be heard in a committee this week.

• HB 235 (W. Robinson) and SB 350 (Brodeur) Mobility Plans – Support – HB 235 will be heard today, March 20 at 10:00 a.m. in the House Local Administration, Federal Affairs & Special Districts Subcommittee. This is the first of three committee stops in the House. SB 350 has four committee stops and has not yet been heard in a committee.

Jeff Branch Update:
• HB 627 (Busatta Cabrera) and SB 102 (Calatyud) Housing – Support – HB 627 will be heard today, March 20, at 2:30 p.m. in the House Ways & Means Committee. This is the second of three committee stops in the House. SB 102 has passed through its committees in the Senate and passed the full Senate.

• HB 671 (Esposito) and SB 682 (DiCeglie) Residential Building Permits – Oppose – Thank you for providing the League with feedback on this legislation. Please continue to provide feedback to Jeff at jbranch@flcities.com. SB 682 is not scheduled to be heard by the Senate Committee Affairs Committee this week. We will know later today if HB 671 is on the committee agenda for the House is the Regulatory Reform & Economic Development Subcommittee.

Rebecca O’Hara Update:
• HB 1515 (Brackett) and SB 170 (Trumbull) Local Ordinances – Support – HB 1515 will be heard today, March 20, at 10:00 a.m. in the House Civil Justice Subcommittee. This is the second of three committee stops in the House. SB 170 passed both its committees and passed the full Senate.

• HB 975 (Holcomb) and SB 798 (Ingoglia) Solid Waste Management – Oppose – HB 975 will be heard today, March 20, at 10:00 a.m. in the House Local Administration, Federal Affairs & Special Districts Subcommittee. This is the first of three committee stops in the House. SB 798 has three committee stops and has not yet been heard in a committee. • HB 1281 (Buchanan) and SB 1256 (Collins) Preemption Over Utility Service Restrictions/Gas Stoves – Monitor – HB 1281 will be heard today, March 20, at 10:00 a.m. in the House Local Administration, Federal Affairs & Special Districts Subcommittee. This is the second of three committee stops in the House. SB 1256 has three committee stops and has not yet been heard in a committee.

• SB 162 (Collins) and HB 23 (Bell) Water and Wastewater Facility Operators – Support – SB 162 will be heard today, March 20, at 12:30 p.m. in the Senate Environment and Natural Resources Committee. This is the first of three committee stops in the Senate. HB 23 has passed two committees in the House and has one more committee stop, the House Infrastructure Strategies Committee.

• HB 1331 (Busatta Cabrera) Municipal Utilities – Oppose – HB 1331 will be heard on Tuesday, March 21 at 2:00 p.m. in the House Energy, Communications & Cybersecurity Subcommittee. A similar bill, SB 1380 (Martin), will also be heard on March 21 at 2:30 p.m. in the Senate Regulated Industries Committee. This is the first of three committee stops in the Senate.

Tara Taggart Update:
• SB 1010 (Gruters) and HB 1303 (Snyder) Substance Abuse and Mental Health Services/Sober Homes – Oppose – SB 1010 will be heard today, March 20, at 12:30 p.m. in the Senate Children, Families, and Elder Affairs Committee. This is the first of three committee stops in the Senate. HB 1303 has two committee stops and has not yet been considered in a committee.

• HB 1511 (Giallombardo) and SB 1708 (DiCeglie) Cybersecurity – Monitor – HB 1511 will be heard on Tuesday, March 21 at 2:00 p.m. in the House Energy, Communications, & Cybersecurity Subcommittee. This is the first of three committee stops in the House. SB 1708 has four committee stops and has not yet been considered by a committee.

Charles Chapman Update:
• HJR 469/HB 471 (Fernandez-Barquin) and SJR 122/SB 120 (Avila) Revised Limitation on Increases of Homestead Property Tax Assessments – Oppose – HJR 469 and HB 471 will be heard today, March 20 at 2:30 p.m. in the House Ways & Means Committee. This is the first of three committee stops in the House. SJR 122/SB 120 passed its first committee of reference on February 15 and has two more committee stops in the Senate.

• SB 1432 (Trumbull) and HB 1153 (Steele) Communications Services Tax – Oppose – HB 1432 will be heard on Tuesday, March 21 at 2:30 p.m. in the Senate Regulated Industries Committee. This is the first of three committee stops in the Senate. HB 1153 has three committee stops in the House and has not yet been heard in a committee.
